- Addressing PIH questions/concerns about aggregate concepts
- We'll use concept_set to define obs groups
- Concept sets will be carried through onto forms so that the relationship of concepts within a set can be persisted. When data are sent back from the form we'll populate the obs_group_id based on that relationship.
