For individual modules

We need to (semi-)automate the process of releasing the omod file to the OpenMRS module repository, whenever it is released to maven.

For the distro

Since the packaging happens before the release, the .deb package is named for the prior version of OpenMRS. (Maybe this is just a question of variables.) See https://ci.openmrs.org/browse/REFAPP-OMODDISTRO-JOB1-2603/log
