Should anonymized HIV tests for VCT be stored in the database without names?
- Could be decided on a case-by-case basis
  - If you need lots of data on anonymous patients you might want to use a single version of OpenMRS
  - If you are collecting a minimal data set (or just an HIV result), a separate database might make more sense
